Notifications are persisted in the new table called Notification. This table will be created automatically by Flyway DB migration script.
After the release you should be able to see polling command notification.list every few seconds in browser's web tool network logs.
There are no additional permissions needed for notifications.
Possible changes for users
If change of locale for notifications is needed. Change Email Language settings in user administration.
